American Preparatory Academy intends to award a contract under Sole Source procurement rules:
UCA previously contracted for the design and construction of an addition (Classroom/Auditorium) to its existing Draper secondary campus. The Design-Builder for that addition defaulted during design, and design was completed under the performance bond surety’s direction. UCA now desires to reduce the scope of the existing design.
Elm Architecture (Elm) was both the architect of the existing high school to which the addition will be added, and the design architect, as a consultant to SPE Architects (SPE), for the addition’s design up to the surety-directed plan completion. Using the same design professionals (Elm & SPE) for the project scope reduction as were used on the original high school and addition designs will provide a value in both money and time that no other entity(ies) could match having to start from scratch.
Based on the cost and complexity of the original design it is anticipated any firm other than the original design team (Elm/SPE) could cost double to create the needed plans, engineering, specs, and other docs, and would take significantly longer to do so.
